Activity Measures
These are activities and the services or products provided as a result of Structural Funds. They represent actions for which Structural Fund money is sought. Activity Measures record the scale of activity. For example, an Activity Measure could be to provide 500 businesses with one day of consultant advice or counselling. Project applicants must provide details of the type and amount of activity they plan to undertake with the funding requested.
This is a document which looks at the good and bad points for a particular area. It also provides suggestions to address problems. Theses are often a requirement of European funding.
Capital Projects
Capital Projects are relate to physical works. And the provision of infrastructure which results in an enhancement of an existing asset or the provision of a new, permanent asset. Examples of appropriate capital projects include:
- Construction of business/training premises
- Site servicing
- Community facilities
Revenue Projects
Revenue applications encompass the provision of advice, services, and other business support and promotion. Eligible revenue costs are those directly linked to the delivery of the projects. Example of appropriate revenue costs are additional staff costs, and operating costs of premises.

- GOYH - Government Office
for Yorkshire and The Humber
GOYH is the public private strategic partnership for economic development
and regeneration in the Humber region. Its activities are done in partnership
and must be add value to existing efforts. The Partnershp co-ordinates existing
activities with a public and private partners. The Partnership replaced the
Humber Forum.
- INTERREG
INTERREG are the Inter-Regional and Transitional projects for the exchange
and transfer of knowledge and good practice. INTERREG operates within all
regions of Europe, plus Switzerland and Norway (regional and local public
authorities).
Their two main priorities are targeted:
1. Innovation and knowledge economy
2. Environment and risk prevention
These priorities reflect the strategy of the European Union by encouraging
growth and jobs in line with the Lisbon and Gothenburg Strategy.
The programme has a budget of €321m (euros). It is financed from the
the European Regional Development fund (ERDF) for 2007 to 2013.
- Lottery Funding
Three of the five "good causes" that benefit from revenues from the National
Lottery provide grants for projects. The relevant three Lottery funds are
Millennium, Arts and Heritage. These include:
Matching Funding
Public or private sector finance put forward as a contribution to eligible costs is defined as matching funding or co-funding. European funds are designed to fill the funding gap for a project when all other possible sources of finance have been exhausted. A wide range of public organisations and voluntary agencies are designated as eligible for grant purposes. For example local authorities, Learning & Skills Councils, Regional Development Agencies and the higher and further education institutions. Private sector finance is also a suitable source of matching funding for projects that have economic benefits for the wider region. Match funding must be confirmed before an offer letter can be issued.
Measure
Each Single Programming Document (SPD) has a number of main headings, known as Priorities. These outline objectives for the overall programme. Each priority is further broken down into a number of measures that outline the scope for activities that are appropriate for funding.
Outputs
These are the intermediate effects created by the activities undertaken on a particular project.
Partnership
Co-operation and collaboration between different organisations is a key principle of Structural Fund Programmes. At project level, funding may come from a number of agencies in the partnership. The creation of inter-agency partnership is desirable as a means to prevent duplication, or activities and facilitate a comprehensive approach to economic development.
Regional Development Agency(RDA)
Yorkshire Forward is the Regional Development Agency behind the economic regeneration of the Yorkshire and Humber region. We make a positive difference to its people, its business and its environment.
Leader
Leader is a continuation of rural development under LEADER III, but it places greater emphasis on networking with transnational partners. Leader is funded by European Agricultural Guidance Guarantee.
LEADER funding (including LEADER II and LEADER +) is now part of the EU's rural development programme, named the European Fund for Agriculture and Rural Development (EAFRD). The English programme to deliver EAFRD is the Rural Development Programme for England (RDPE), of which LEADER is a part. Within the RDPE the LEADER approach is Axis 4. Unlike other axes, it is a way of working, not a theme of activity and as such may undertake activity which contributes towards any or all of the other three axes included within the RDPE.
Rural Development Programme for England (RDPE)
The English programme to deliver the European Fund for Agriculture and Rural Development (EAFRD) is the Rural Development Programme for England (RDPE). The European LEADER programme is part of the RDPE.
The RDPE comprises four elements, called Axes:
- Axis 1 - improving the competitiveness of the farming and forestry sectors
- Axis 2 - improving the environment and the countryside
- Axis 3 - rural quality of life and diversification of the rural economy
- Axis 4 - the LEADER approach.
The LEADER approach is the fourth Axis of the RDPE. Unlike the other axes, it is a way of working, not a theme of activity and as such may undertake activity which contributes towards any or all of the other three axes.

This is a plan agreed between the local partnership and the European Commission on how Structural Funds will be spent in the Yorkshire and Humber areas. The SPD incorporates a strategy outlining the Objectives of the Programme and a series of Priorities and Measures which outline the scope for projects which the SPD will fund.
Small and Medium Sized Enterprises (SMEs)
SMEs are defined by the European Commission as companies with less that 250 employees.
