Building regulations
It is a legal requirement that plans are submitted for most building work. These are then checked against the standards contained within:
- The building regulations
- British standards
- Health and safety legislation
- The construction products directives
This ensures that the building work meets these nationally recognised standards.
The council is then required to issue a decision. After approval is granted, the building works are checked on site. This is through statutory inspections.
The principal areas covered by the regulations are:
- Structural stability - will the building carry anticipated loadings
- Fire precautions - controlling both the materials used, and making sure the buildings can be evacuated without loss of life
- The prevention of dampness and condensation
- Sound resistance of walls and floors in various situations
- Ventilation of habitable rooms and unheated voids
- Hygiene, sanitary appliances and drainage
- Heating appliances including the safe discharge of flue gases
- Stairways, ramps and vehicle barriers
- Conservation of fuel and power - is the building insulated properly
- The provision for access and facilities for the disabled
- The safe positioning of glazing in windows and doors
- The safe installation of domestic electrical systems
Other statutory work
Safety at sports grounds
Building control is on the safety group for Scunthorpe United Football Club. It also gives advice to other stadiums and sports grounds in the area.
Dangerous structures and neglected sites
Building control responds to situations where people are considered to be at risk. This includes dangerous or defective buildings.
Means of escape co-ordination with fire brigade
The building control section is responsible for ensuring the safe and adequate means of escape from buildings. It consults with the fire brigade to ensure their requirements are brought to your attention before the building gets occupied.
Street naming and numbering
The section issues new street names and allocates numbers to new properties.
Advice to the public on construction matters
Building control can advise on any constructional issues relating to your building project.
Quality assurance - ISO 9002 building control service
The section aims to provide a cost-effective service. It does this without compromising on quality. In July 2003 the British Standards Institute (BSI) assessed the building control management system. It was found to satisfy the requirements of BS EN ISO 9001:2000 Quality System Management.
The BSI carries out assessments to ensure we maintain these standards. It carries out the assessments two times a year.
